We currently have an opening for an Environmental Health & Safety Compliance Manager at our McKay Bay facility in Tampa, FL. 

Job Summary:

Possess knowledge and understanding of environmental, health and safety regulations and standards as well as a having a strong presence in the facility to coordinate, direct and monitor all plant environmental compliance, health, safety and programs, issues and results. Assist the Plant Manager in developing, monitoring and instituting programs and procedures to ensure environmentally compliant, safe and legal operation and maintenance of the facility. 

Essential Functions:

1) Implements and follows policies and procedures necessary to meet requirements of environmental, occupational health and safety, corporate environmental, health and safety policies, and federal, state, county or environmental, local health and safety regulations, laws, and standards.

2) Ensure compliance with Wheelabrator's health & safety programs and procedures to ensure a safe workplace for all employees, contractors, and visitors. Assist in enforcement of health and safety policies and procedures. Actively verify that employees comply with Safety Rules Book, JHAs, Safe Job Briefings, and State and Federal Regulations. Assist in intervention/counseling of employees. Participate with Human Resources and plant staff to review any current issues; multiple incident employees, discipline, etc.

3) Evaluate, develop, and revise company-wide safety management and hazard elimination/prevention programs and procedures to ensure a safe workplace for all employees, contractors, and visitors, including administration of the Company's current Safety On Purpose and PS Actions programs. Periodically review Energy Control Procedures, JHAs, and other safe job procedures.

4) Implement Wheelabrator's environmental, health & safety training programs for facilities. Arrange, coordinate and perform health and safety training, including new employee (on-boarding) orientation and on-going training programs. Evaluate training methods and presentations used by Shift Supervisors and Work Group leaders.

5) Develops and implements monitoring programs for industrial hygiene, solid waste generation and water discharges to meet the requirements of federal and state regulations, laws and regulations, and corporate environmental, health and safety policies.

6) Implements, follows and assists in enforcement of corporate policies and procedures to assure an environmental compliant, safe workplace for all employees, contractors, and visitors.

7) Maintains compliance with company internal policies and procedures to address loss prevention and control.

8) Monitors the plant's operation in compliance with all federal, state, county and local operating permits.

9) Coach, mentor, and facilitate site safety committees. Ensure meeting minutes are written and distributed. Ensure actions identified in the meeting are tracked to closure.

10) Conducts plant environmental, health and safety inspections and prepares reports.

11) Ability to act as Plant Emergency Coordinator and Safety Committee Director.

12) Plant point of contact for communication, documentation and reporting to all agencies.

13) Maintains accurate filing system for environmental, health and safety records, including permit applications, permits, records, operating logs, test reports and monitoring reports.

14) Maintains internal reporting and information systems and communicates non-compliance events, public/media issues, and environmental, health and safety testing/inspection activities to facility and corporate personnel.

15) Assists the Plant Manager in reporting of non-compliance events to federal, state, county, or local regulatory agencies. Assists corporate personnel as directed in ensuring that company and regulatory requirements are met in other WTI facilities.

16) Complete annual OSHA Voluntary Protection Plan (VPP) self -assessments by February 15th and prepare the facility for re-certifications. Become an OSHA Special Government Employee (SGE) and maintain certification. Attend annual Regional VPPPA conferences.

17) Incident Management-assemble report for each incident. Lead Rootcause evidence gathering; perform evidence collection and stakeholder meetings.

18) Industrial Hygiene (IH) and Medical Surveillance Program Implementation -- Use the CorpMedDB data to manage the work related health aspects of employees. Assist Corporate to develop sampling plans for plant exposure monitoring. Be the IH Consultant point of contact for all air and noise sampling. Use IH data to modify plant compliance programs, JHAs and to educate employees of safe work practices to protect their health. Post biological monitoring data as new information from Corporate Medical is provided. Work with Corporate medical and plant staff to ensure employees receive: biological monitoring, annual physicals, annual fit testing, and chest x-ray (where applicable), hepatitis vaccinations, and annual audiograms.

19) Training and Drills -- plan, evaluate, and critique emergency and Confined Space Drills. Invite fire department and emergency service to walk the facility and to participate in drills annually.

20) Attend and participate in plant morning meetings to evaluate management commitment, function, and effectiveness. Provide input on H&S related matters, continuous improvement projects, share best practices; keep abreast of current plant issues. Periodically meet with Plant Manager and Operations Manager to discuss hot/open H&S issues, requests for information, OSHA interpretations, AFE/change management input, etc.

21) Must acquire skills to learn and operate corporate software and hardware for Continuous Emissions Monitoring (CEM) Acquisition, EHS compliance assurance calendar, incident reporting and audit management, industrial hygiene and medical data, preventative maintenance, document control, and PI process data.

22) Completes on-boarding training programs within the time frame prescribed, and requests support from corporate EHS staff when necessary.

23) Follows standard environmental and safety procedures, corrects safety and environmental hazards.

24) Reads, understands, and implements safety and environmental rules as described in company documents such as the Rules Books and other procedure manuals.

25) Communicates clearly and concisely both verbally and in writing; as well as communicates clearly whether using in-situ intercom system, two-way radio or face to face.

26) Anticipates typical problems, identifies potential or recurring problems, and takes appropriate action.

27) PPE -- Evaluate, recommend, and procure PPE and equipment using WTI preferred vendors.

28) Fire Systems- coordinate Fire Pump Flow Testing/Sprinkler System testing, etc. with Loss prevention insurer.

29) Recordkeeping -- post OSHA 300 logs annually, complete all entries in Company Incident Management System within 7 days after the employee has returned to work. Complete all EHS Database weekly entries.

30) Professional Development (PD) -- develop annual PD goals and improvement tasks.

31) Assists corporate personnel as directed in ensuring company and regulatory requirements are met in other WTI facilities.

32) Participate in Corporate conference calls. Participate in school programs, tours, other public presentations as appropriate.

33) Performs other duties, as assigned  


  • Bachelor of Science Degree in Engineering, Environmental or Science, or equivalent, in or related to EHS.
  • 5 or more years of experience with environmental compliance programs, preferably in an electric power generating facility or operating industrial facility. Experience with CEMs and emissions testing preferred.
  • Sufficient knowledge, experience and understanding of environmental, occupational health and safety requirements to implement related policies and procedures, PE, CIH and CSP certifications preferred.
  • Prior experience working with local, state and federal regulatory agencies and involvement in negotiations preferred.
